More About Azerbaijan Government Scholarship

The Ministry of Education of Azerbaijan is in charge of education in the country. According to the Human Rights Measurement Initiative (HRMI), Azerbaijan is only achieving 85.6 percent of what it should be for the right to education, depending on the country’s income level. HRMI examines the rights to elementary and secondary education in education to break down the right to education. Azerbaijan is reaching 81.0 percent of what should be achievable based on its resources (income) for elementary education and 90.3 percent for secondary education when considering its income level.

Azerbaijani education featured Islamic religious teaching beginning in childhood during the pre-Soviet period. Children attended madrasahs, education-affiliated educational institutions, beginning around the age of five and occasionally continuing until the age of twenty. Madrasahs were established as independent education institutions in major towns in the seventeenth and eighteenth centuries, but the religious component of education remained essential.

Azerbaijan to add mandatory religious education for university students

Baku saw the opening of the first technical high school and the first women’s high school in 1865. Secular elementary schools for Azerbaijanis began to appear in the late nineteenth century (schools for ethnic Russians had already been established), but higher education institutions and the use of the Azerbaijani language in secondary schools were prohibited in Transcaucasia throughout the tsarists period. During this time, the majority of ethnic Azerbaijani children were not educated, and the education’s literacy rate, particularly among women, remained extremely low. Women were only allowed to go to school in small numbers.

Despite two changes in the script, from Arabic to Latin in the 1920s and from Latin to Cyrillic in the 1930s, literacy and average education levels improved considerably during the Soviet era from very low starting points.

In 1970, 100% of males and females (ages nine to forty-nine) were literate, according to Soviet records. The literacy rate in Azerbaijan is 99.5 percent, according to the United Nations Development Program Report 2009.
